Can you explain where you think it does address it?

That’s what I disagree on, no one is minimizing victims who have been raped by women.
That’s why the first part of the phrase is there, to avoid misinterpretation.

Like I mentioned before; men have a higher percentage of raping, so when people say “not all men, but always a man” it’s because 80% of the time men commit the crime-
