It's actually the IACR board in this instance you need to talk to, as the submission format was made uniform around 2014, if you recall. They'll have to modify the Program Chair Guidelines

Yes it was fixed already before Eurocrypt'22, also why Eurocrypt'23 CfP suggests use of the latest version of llncs.

Using cryptobib makes inclusion of DOIs straightforward for most references
