And if an environment needs a change after launch? A new amendment checklist, same approval chain, and only the ORIGINAL build engineer makes the update. If they're unavailable, a 4-hour knowledge transfer is MANDATORY. Continuity of knowledge, people. You wouldn't understand.

Each step in our environment checklist has a verification substep, cross-checked against our 300-page Reference Binder. We archive every completed checklist. When something goes wrong, we know EXACTLY who to talk to. Try that with your 'self-service portal.'

My teams don't mess around with 'infrastructure as code.' We use a PROVEN 200-step manual checklist for every environment build. You can't put a price on that level of consistency.
