So the answer seems to be simply that Ontario and Quebec aren't "countries" and so get classified differently. If other provinces had sufficient sample they'd be classified as benchmark too. (thanks @parkinac)

I assume someone from @StatCan_eng or @CCMEC will be along shortly to explain why Ontario and Quebec are mere "benchmark" participants in this year's TIMSS exercise while "Canada" (the other 8 provinces, unindividuated) are full participants.
