Yes. Again let me break it down. As of today(February 18th, 2026) there is an outstanding balance of $89.37 million to the EAC secretariat. Rwanda owes $5.2 Million Burundi owes $22.7 million (their debt is 3 year old) Uganda owes $1.1 million South Sudan owes $21.8 million Somalia owes $10.5 million (they are still onboarding DRC owes $27 million (and it is the newest member) Kenya and Tanzania have paid in full. This money paid to EAC secretariat , is supposed to fund the EAC operations such as: 1. EAC secretariat staff: Staff at the Secretariat in Arusha haven't been paid in months. 2.The East African Court of Justice (EACJ) has had to postpone cases because they can't afford the travel and sitting allowances for judges 3. The East African Legislative Assembly (EALA) is struggling to hold sessions to pass regional trade laws. 4. The Inter-University Council of East Africa is owed $18.4 million, stalling regional research and student exchange programs. Pretty much President Ruto calling an emergency meeting over these outstanding balances is understandable but one can wonder why did they rush to add Somalia and DRC into the bloc when the existing countries were struggling to keep it afloat????
