What I mean by this is that Twitter has user data of VinnDict, all sites do. Twitter already collects IP address, browser type, operating system, the referring web page, pages visited, location, your mobile carrier, device information (including device and application IDs), search terms, or cookie information - which can ALL be given to Federal Agents if requested upon via a subpoena.

Even if the account is not linked with a ROBLOX account (which it is), the Twitter account @VinnDict IS. The San Francisco Police Department can subpoena Twitter and get all of their information INCLUDING IP Address, which can be used to found their relative location - and with the help of American intelligence agencies, they can even use an IP to find an exact location. They will be found, and sued. Public threats are taken so seriously - especially if the place of origin is in the United States.
