Congress enacted the birthright citizenship clause to correct the Dred Scott decision. To give citizenship to freed slaves and their children. Here are the requirements: born in the United States and subject to its jurisdiction. Meaning total allegiance. The 14th Amendment did not cover American Indians. Congress had to pass separate statutes to give them citizenship. So ask the Court this question. If it didn't apply to American Indians, how the hell does it apply to illegal aliens? It doesn't.
