Why is G3 levels important? G3 is explicitly the threshold at which SWPC–@NERC_Official coordination is triggered. Here’s how it works: Watch Phase (1–3 days out): Upon notification by SWPC of a GMD Watch with a rating of G3 or higher, Reliability Coordinators (RCs) are required to send GMD notifications to Interconnection RCs, Balancing Authorities (BAs), and Transmission Operators (TOPs) in their areas. No action is required for a G2 rating or lower.  Warning/Alert Phase (up to ~1 hour before and during the event): Upon notification by SWPC of a GMD Warning or Alert with a rating of G3 or higher (or a Kp index of 7 or above), RCs send GMD notifications to Western Interconnection RCs, BAs, and TOPs, and request entities to report unusual operating conditions that may be caused by the GMD.  Voice Notification via NERC Hotline: SWPC may also make a phone notification by calling the NERC Hotline, and RCs are expected to participate in all SWPC-initiated NERC Hotline calls, during which a roll call is conducted by the designated GMD Monitor.  Real-world example — May 2024 G5 event: SWPC initiated a GMD voice notification to RCs via hotline early on May 12, prior to CME arrival. NERC then began regular situational awareness updates to ERO leadership, FERC, and the U.S. Department of Energy.  So in short, G3 is the formal trigger point for SWPC-initiated coordination with NERC and the broader bulk power system community. Below G3, operators monitor but no formal notifications or coordinated actions are required.
