TVK government to fastrack issuance of community, nativity & 24 other certificates; applicants to get in 5 days. From July onwards, 1. Deputy tahsildars to be empowered to issue most certificates across the State. 2. Two levels of scrutiny by tahsildars & RDOs for several categories of certificates will be eliminated; will be restricted to only few certificates. 3. The regular tahsildar at the taluk level, who currently issues certificates, will be relieved of this responsibility and will instead focus exclusively on law-and-order matters and land administration. 4. The task of issuing certificates of certain types will instead be assigned to the tahsildar in charge of social security schemes. 5. Further, unmarried certificates, which have been issued based on applicants’ self-declarations since 2022, will continue to be issued online. However, they will now carry the digital signature of the deputy tahsildar instead of the tahsildar. 6. Besides easing the hardship faced by the public in obtaining certificates, the reform is also expected to speed up the processing of patta-related applications by regular tahsildars. A senior official from the revenue department told TNIE, “The RDOs will continue to remain the competent authority for issuing ST certificates and tahsildars for SC certificates. Apart from these two categories, most of the 24 other certificates issued by the department do not require the existing five-stage approval process involving officials from the VAO to the RDO. A three-stage process involving the VAO, revenue inspector, and deputy tahsildar is sufficient,” said an official. A caste conflict arises in a corner of Villupuram district on the borders of Puducherry and Tamil Nadu, and within hours we had the Social Justice minister @VanniTamizhVCK on the ground addressing the grievance - IN PERSON. In my 8+ years of covering Villupuram and Kallakurichi districts under AIADMK and DMK regime, I haven't seen District Collectors or even RDOs visiting caste conflicted zone immediately or in a few days – at the least – as per the SC/ST PoA Act. I assume if Melpathi temple incident had happened now, it would've been different – from a social justice POV.
