1. Single source and sole sourcing are different things. 2. It will take roughly 4-8months to complete the process for international competitive tendering. This sets the project timeline almost 2-3 quarters back. For a project like this which is deem urgent by government, the public procurement act gives room to use single source(clause 40 of Act 663). So there is no issue using single source. 3. Also the ministry has every reason to use restricted tendering because only few firms in Ghana have the capacity to execute road projects of this magnitude. 4. No matter what procurement method was used, PPA is the best institution to seek clarification from and not the minister because approval has to be given by PPA before any of the above procurement methods are used.
