What do I think really happened with Mandelson and vetting? In October, November and December 2024, No10 indicated it wanted to appoint Peter Mandelson as Ambassador to Washington. It was presented with an array of people telling them not to: Cabinet ministers, spooks, officials in a vetting report. All raised major red flags. Starmer and McSweeny made clear they weren’t interested in any objection, and this must go ahead at all costs. So Mandelson’s appointment was announced mid December 2024. The vetting we are focussed on today came later, in January 2025. Vetting of ambassadors is the responsibility of the FCDO and Olly Robbins. One bit of the system said no - the UKSV agency said don’t appoint Mandelson. We don’t know on what grounds, but probably the grounds No10 had seen and rejected as a reason to block. Olly Robbins cleared Mandelson. Very quietly, Mandelson didn’t get the very highest level of clearance when he got the job, but he got the overall OK because of Robbins. Robbins did No10 a favour. This is because Olly Robbbins knew that going to No10 post announcement, and saying the Mandelson appointment can’t happen, was politically impossible. And civil servants want to deliver for their political masters. So Olly fixed it for Keir: and is now paying a price. Olly Robbins has - incidentally - done No10 a second massive political favour. The really really toxic claim doing the rounds last night was that surely someone - anyone - in No10 DID know the UKSV agency turned down the vetting Olly Robbins is making clear he didn’t tell people the UKSV verdict because that would be inappropriate as part of the process he followed. It’s not even clear he saw it. No10 don’t seem to realise he’s done them a favour, and are releasing documents to challenge alternative versions of events. Let’s see how it plays out. The bottom line is No10 wanted Mandelson come what may. They rammed it through. One quango; post appointment announcement, was never realistically going to be allowed to stop Mandelson taking the job because the top of Government had publicly committed to it. They hadn’t wanted to heed the warnings earlier; and were in too deep That’s where I think we are

I’ve spoken to one of Robbins’s predecessors as permanent undersecretary at the foreign office, who says he “doesn’t recognise” Ciaran Martin’s account of the vetting process and Robbins’s role in it. He says it is highly unusual for the Foreign Office to reject advice from UK Security Vetting not to appoint someone to a sensitive job and that Robbins could have informed a senior minister - the PM or the foreign secretary, or indeed their senior advisers - of the fact that UK SV advised against the appointment, even if the convention was not to share the reasons or the accompanying analysis. It will be fascinating to hear from Robbins on this

NEW Friends of sacked Foreign Office boss Olly Robbins are starting to hit back and say sacking baseless. I've been talking to ex National Cyber Security Centre boss Ciaran Martin - who is about to embark on a media round ** He says it is the job the FCDO - so it was ultimately Olly Robbins - to decide whether security clearance is granted or not. Usually the FCDO security department does it and most cases didn't reach his level, but the most senior ones (presumably Mandelson) do. ** It’s ENTIRELY up to them, working with information from his own department and UK Security Vetting. The FCDO / he does not “overturn” the decision of UKSV - he’s they only one that decides. ** He says that Robbins was +prohibited+ from sharing details of what goes into his vetting assessment. Vetting would not work if elements shared confidentially went public. He was on a duty not to relay the position of UKSV. That’s why ministers do on get told - he is under a duty not to pass on any details beyond a pass/fail recommendation. ** So Martin says: the idea that there was a “recommendation” that was the “overriden” is wrong. This is the characterisation of government. The only assessment made is that by Robbins, and he could not have passed on any additional details. ** Therefore he feels the sacking of Robbins has no basis and that Robbins is being treated badly. ** Robbins will go before the FCDO select committee, perhaps as early as next Tuesday Ciaran Martin will be on @skynews shortly

It was their decision and there was no “overturning,” sources say As @SamCoatesSky reports via former security official Ciaran Martin, Robbins was prohibited from sharing information about what happened with anyone outside the FCDO security team Sources say the point of the vetting process is that it is extremely invasive and people who go through it must be confident they can tell the whole truth and not have highly embarrassing information about their personal lives leak or be spread around colleagues That means the circle of people allowed to know about what happens in each vetting case is very small and the information is highly privileged The decision on whether to approve Mandelson’s clearance, according to the vetting rules, is taken by a small team of FCDO security officials and ultimately Robbins, sources say Under no circumstance is Robbins or that team able to share the details of the vetting case with No10 or anyone else, sources say. Robbins felt he could not share it with any minister or private office, sources say It appears the PM and No10 were unaware of how these rules were perceived by Robbins and FCDO, and think he should have told them. Allies of Robbins think it is unfair he was sacked But crucially it appears right now that Robbins did not tell No10 and they were actually in the dark about all this until Tuesday. What an unbelievable mess
