This has a name. In light of International Law, especially the norms that prohibit TORTURE and protect the physical integrity of persons in state custody, we are facing conduct that may constitute torture and inhuman treatment — practices absolutely prohibited under any circumstances. No political, military, or security justification authorizes this type of conduct against a civilian, especially a foreign citizen in custody. The situation is extremely serious. We are talking about a Brazilian whose physical integrity was violated, whose life was put at risk, and whose dignity was attacked while under the control of state agents. This demands a response. Not only diplomatic, but also legal, international, and immediate. What is happening cannot be normalized. It cannot be relativized. And, above all, it cannot go unpunished.
