okay I get your point, which is actually the ideal case of “cashless”. But this was largely about security in holding cash large sums of cash on the side of the bureau. If these bureau can send you bank transfer/momo for a transaction instead of changing cash for cash. They can do foreign cash for local bank transfer etc.

@ralph_____ I agree with you, but fiat currency is what is being exchanged in forex bureaus. If you want to change non-fiat currency there are several online mediums you can use.
