I think Saudi Arabia is the best country when it comes to managing crowds and logistical issues. Managing over 2 million pilgrims every year is not an easy task.

Flights were cheap & borders are open for travellers so numbers are easy to reach. Iraqi travellers are also included.

Iraq alone population is 48 million, Iran is 90 million, Yemen is 40 million, If you take out Egypt, Shias are majority in middle east. Most sunnis live outside of middle east.
