This shows the massive scale of the illegal reclamation by the Chinese government on Panganiban Reef (Mischief Reef), located well within our Exclusive Economic Zone. Whenever our aircraft pass through the area during Maritime Domain Awareness flights, China has the audacity to challenge us claiming that they have “indisputable sovereignty” in this area—and in some instances, like the one shown here, they have even launched flares toward our aircraft. It is worth noting that China first illegally occupied Panganiban Reef, initially claiming they were only building a shelter for fishermen. Today, it stands as one of the largest Chinese military installations in the entire South China Sea. We should not forget that the reef lies only about 120 nautical miles from the coastline of Palawan, yet more than 600 nautical miles away from China.

The PCG, in coordination with the Bureau of Fisheries and Aquatic Resources (BFAR), said the 𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐢𝐬 𝐭𝐨 𝐞𝐧𝐬𝐮𝐫𝐞 𝐭𝐡𝐞 𝐬𝐚𝐟𝐞𝐭𝐲 𝐚𝐧𝐝 𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐨𝐟 𝐅𝐢𝐥𝐢𝐩𝐢𝐧𝐨 𝐟𝐢𝐬𝐡𝐞𝐫𝐦𝐞𝐧 and to deliver essential support, including fuel subsidies, ice, and food packs. PCG DEPLOYS VESSELS AND AIRCRAFT TO BAJO DE MASINLOC IN RESPONSE TO CHINESE HARASSMENT Following reports of harassment by Chinese Coast Guard vessels and the Chinese Maritime Militia against Filipino fishermen on March 17, the Philippine Coast Guard (PCG), in close coordination with the Bureau of Fisheries and Aquatic Resources (BFAR), has immediately deployed surface vessels to Bajo de Masinloc (BDM). The mission is to ensure the safety and security of Filipino fishermen and to deliver essential support, including fuel subsidies, ice, and food packs. Fishermen who witnessed the incidents have documented dangerous maneuvers by Chinese Coast Guard vessels 21605, 3107, and 3103, as well as Chinese Maritime Militia vessels. These actions included the repeated use of sirens and the launching of Rigid Hull Inflatable Boats (RHIB) specifically intended to drive Filipino fishermen away and prevent them from exercising their legitimate right to fish in Bajo de Masinloc. This morning, PCG Commandant Admiral Ronnie Gil Gavan directed the deployment of a PCG aircraft for a Maritime Domain Awareness flight over BDM. The flight confirmed a significant presence of both Filipino fishermen and Chinese maritime forces in the area. The aircraft documented the five (5) Chinese Coast Guard vessels, three (3) People’s Liberation Army Navy (PLAN) vessels, and two (2) Chinese Maritime Militia vessels. It also verified the presence of more than twenty (20) Filipino fishing boats operating in the vicinity of BDM, along with the continued presence of yellow buoys installed by China since last year. During the flight, the PCG aircraft actively challenged the illegal presence of CCG and PLAN vessels in Philippine waters. Notably, this was the first time a People’s Liberation Army Air Force asset challenged a PCG aircraft. The aircraft further documented the PCG and BFAR surface vessels currently en route to respond to the ongoing Chinese aggression. The Philippine Coast Guard remains steadfast in upholding President Ferdinand Marcos Jr.'s commitment to ensuring the safety and welfare of Filipino fishermen. Despite the challenges posed by China’s numerous larger vessels, the dedicated men and women of the PCG stand resolute in their mission to safeguard our sovereignty, sovereign rights, and jurisdiction in the West Philippine Sea peacefully in accordance with national and international law including the Philippine Maritime Zones Act, UNCLOS and the 2016 Arbitral Award.

On Monday 16 March 2026, the DFA called China’s avoidance of legal scrutiny “𝐚 𝐭𝐚𝐜𝐢𝐭 𝐚𝐝𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐭𝐡𝐚𝐭 𝐢𝐭𝐬 𝐜𝐥𝐚𝐢𝐦𝐬 𝐜𝐚𝐧𝐧𝐨𝐭 𝐰𝐢𝐭𝐡𝐬𝐭𝐚𝐧𝐝 𝐞𝐱𝐚𝐦𝐢𝐧𝐚𝐭𝐢𝐨𝐧,” noting that a country confident in its position would submit to international adjudication. Filipino fishermen are said to be the center of these initiatives in the West Philippine Sea. Aside from the tensions involving the Chinese and Philippine Coast Guard, these 𝐟𝐢𝐬𝐡𝐞𝐫𝐦𝐞𝐧 𝐰𝐡𝐨 𝐮𝐬𝐞 𝐬𝐦𝐚𝐥𝐥 𝐰𝐨𝐨𝐝𝐞𝐧 𝐛𝐨𝐚𝐭𝐬 have witnessed what the Philippines describes as China’s bullying actions in the area. These experiences help prompt the government to 𝐬𝐡𝐨𝐰 𝐭𝐡𝐞 𝐫𝐞𝐚𝐥 𝐬𝐢𝐭𝐮𝐚𝐭𝐢𝐨𝐧 𝐚𝐭 𝐬𝐞𝐚, particularly what these fisherfolk are facing. Six years ago today, I completed my PhD at the National Graduate Institute for Policy Studies in Tokyo, Japan. STATEMENT OF THE DFA SPOKESPERSON FOR MARITIME AFFAIRS ON THE SOVEREIGNTY OF THE PHL OVER BDM 16 March 2026 In response to the Chinese Embassy’s erroneous and misleading statement issued on Saturday, 14 March 2026, the Department of Foreign Affairs firmly underscores the Philippines’ indivisible, incontrovertible and longstanding sovereignty over Bajo de Masinloc and the Kalayaan Island Group. The historical and legal foundations of Philippine sovereignty over Bajo de Masinloc are unassailable. The Murillo Velarde map of 1734 clearly portrays the high-tide feature as Philippine territory, and all subsequent cartographic records affirm the same. More critically, the Philippines has exercised continuous, uninterrupted sovereignty and jurisdiction over Bajo de Masinloc for centuries — demonstrated through detailed hydrographic surveys, official government correspondences, and decisive acts of administration, including its designation as a target range by the Armed Forces of the Philippines and the demolition by Philippine authorities of illegal structures erected on the shoal by foreign smugglers. Sovereignty is not merely claimed — it is exercised. The Philippines has done precisely that, consistently and without interruption. The Philippines flatly rejects China's assertion of indisputable sovereignty over the entire South China Sea. This claim has no basis in fact, no basis in history, and no basis in international law. Full stop. As regards the recent letter posted by the Chinese Embassy in Manila, the DFA will not engage in conjecture or speculation over a document of uncertain origin and authenticity, and certainly without value. There is no merit in debating supposed documentary artifacts produced by third parties and presented as posts on social media, especially if these third parties have vested interests and willfully misconstrue and misrepresent established facts. China must be reminded that maritime and territorial claims are subject to established international legal procedures and dispute settlement mechanisms — not to unilateral proclamations or social media posts. China's persistent evasion of proper international legal scrutiny speaks volumes: it betrays the utter baselessness of its positions. A state confident in the legality of its claims does not shy away from international adjudication. China's conduct is a tacit admission that its claims cannot withstand legal scrutiny. The Philippines, on the other hand, duly proved and established its maritime claims through the 2016 Arbitral Award, which has become an integral part of international law. The Philippines likewise consistently exercised and upheld sovereignty, sovereign rights and jurisdiction over its archipelago and other territories, including Bajo de Masinloc and the high-tide features of the Kalayaan Island Group (KIG), which is incontrovertible and firmly founded on international law and effective administration. Finally, while the Department welcomes the resumption of dialogue mechanisms with China as critical platforms for effective diplomacy, consistent with the guidance of President Ferdinand R. Marcos Jr., the Philippines makes one thing unequivocally clear: engagement is not concession. Our pursuit of dialogue reflects a calibrated and principled commitment to peaceful dispute settlement — it does not, in any manner, dilute or qualify the Philippines' firm, unequivocal positions in the West Philippine Sea. Bajo de Masinloc lies within the Philippines' exclusive economic zone, as affirmed by UNCLOS. One must question the validity of China's nine-dash line under similar factual examination. Third, dismissing the 2016 Permanent Court of Arbitration ruling as "illegal" ignores its basis in international law and UNCLOS provisions. China's non-participation does not invalidate the tribunal's jurisdiction or findings, which are recognized globally. Attempts to discredit the award fail to address the substantive legal merits. I will repeat the 2016 Arbitral Award is FINAL and LEGALLY BINDING and it invalidated the PRC’s nine dash LIE claim. Fourth, claims of abusing transparency are misplaced. At ito ay mananatiling atin, hangga’t nag-aalab ang diwa ng ating mahal na bansang Pilipinas.” - President @bongbongmarcos (SONA 2024) Bilang isang Pilipino, ang pagsasabing ang West Philippine Sea ay hindi disputed ay hindi isang “satsat” kundi paninindigan bilang Pilipino na ito ay pamana ng ating mga bayani na nagbuwis ng kanilang buhay para tayo maging malaya, at responsibilidad natin na dapat nating ipaglaban para sa susunod na saling lahing Pilipino. At ito ay may basehan sapagkat ito ay naaayon sa UNCLOS, 2016 Arbitral Award, at sa Philippine Maritime Zones Act. Subalit kung para sa iyo ito ay walang basehan at ipagdidiinan mo pang ito ay “disputed” parang sinabi mo na ring may point ang ibang bansang umaagaw nito at tila pinagdududahan mong atin nga ito.
