Exactly — and that's the architectural gap. Revocation needs to be prospective + retroactive: block future actions AND flag prior ones taken under expired authority. Most systems only do the first. The audit trail is what enables the second — you can't investigate what you didn't log.

The approval chain question exposes a real gap: AI governance is about policies. Agent governance is about runtime authority. When a helpdesk AI reprioritizes a ticket, that's a delegated action — and most ITSM platforms have no concept of delegated authority with revocation. That's the distinction that matters when agents start making decisions, not just suggestions.

The security problem isn't the agents — it's the architecture. Giving autonomous systems production access without execution-layer controls is a design decision, not an oversight. Framework-level toolkits cover known attack surfaces. The gap is cross-platform: agents spanning AWS, Azure, and on-prem aren't governed by any single framework.

Identity governance controls who the agent is acting as. Without identity at the protocol level, runtime controls are authorization theater — you're constraining an agent without knowing who it represents.

The August 2 EU AI Act deadline separates agent infrastructure from agent liability. Every AI agent executing tool calls in your enterprise needs audit trails, DLP, and pre-execution gates before that date. Most governance frameworks operate at the platform level. When your agents span AWS, Azure, and GCP, platform-native governance leaves gaps by design.

Most governance solutions operate at the policy layer — they define what an agent should do. Runtime governance operates at the execution layer — it controls what the agent can do, regardless of what the policy says. The gap between policy and execution is where every incident lives.

Protocol standardization solves the handshake. It doesn't solve the decision. When an agent chains three tools at speed, the protocol ensures they connect — it doesn't ask whether that combination was authorized. Governance is a separate architecture layer: policy evaluation at runtime, not interface negotiation at connection time.
