Jab kisi vyakti ko lagta hai ki uski shikayat par uchit pragati nahi ho rahi ya vaastavik doshiyon tak karvai nahi pahunch rahi, to nirasha aur asantosh badhna swabhavik hai. Apeksha yahi hoti hai ki har maamle ki nishpaksh, tathya-aadharit aur samaybaddh jaanch ho, taaki nirdosh logon ko pareshani na ho aur doshiyon par uchit karvai ki ja sake.
