No, he can't "technically" see. In order to see, you need working eyes. Matt doesn't have that, he is technically blind.
He can't see digital screens, can't look at the sky, he literally can't fucking drive because he can't see traffic lights, etc. He is still disabled.

It's not sight, he doesn't have functioning eyes, a bat's echo location isn't sight, it's a different thing. Not everything that allows your to localize your surroundings is sight.
