This was never about “skills” or “labor shortages.” It is a national white-collar racketeering system disguised as immigration policy. • Fake jobs and fake demand. Hundreds of Indian outsourcing firms filed tens of thousands of H-1Bs this year for positions that do not exist. Multiple investigations show companies filing in bulk to “reserve” visas, then scrambling to invent projects later. Some never place the worker at all. • Benching scams now confirmed. Whistleblowers have shown that workers still pay to stay “on the bench.” Some pay cash, some pay through offshore relatives, some have to sign fake “mandatory training contracts” to justify the deduction. This is criminal in U.S. law, but enforcement is nearly zero. • Proxy interview factories. The DHS Inspector General flagged the explosion of proxy interview rings. American hiring managers think they are talking to the candidate, but they are talking to someone halfway across the world. After the visa is secured, the unqualified worker steps in. That is fraud by any definition. • Multi vendor stacking. One recent corporate review found six layers of vendors between the client and the actual H-1B worker. Each layer took a cut. The client paid $180 an hour. The worker received $32. The rest vanished into “marketing fees,” “admin costs,” and offshore accounts. • IRS and DOJ are quietly circling. Several body shops have been caught routing money through educational nonprofits, “temple donations,” and small shell companies that appear to launder kickbacks. A few cases are sealed, meaning more are coming. • Visa mills and college fraud are now feeding the pipeline. With H-1B caps tightening, body shops are buying seats at low-ranked universities to convert foreign students into OPT and later H-1B workers. These students are slotted into “pre arranged jobs” that do not exist, but keep the chain moving. • The lobbying machine is still the engine. Millions flow into K Street to protect the scam. Lobbyists pressure Congress to expand headcount, slow enforcement, and push federal contracts through vendor chains dominated by the same firms tied to kickbacks and visa fraud. • New twist: Contractors are gaming state and city infrastructure budgets. Major cities are buying software and IT support from integrators that quietly subcontract the entire job to H-1B labor networks. Taxpayer money for bridges, schools, and utilities is being siphoned into private visa pipelines instead of local workers. What they call “immigration reform” is a lie. It is a money extraction system. It drains American wages, traps foreign labor in debt bondage, and launders profits through a maze of shell companies with political cover. An honest system would reward skill. This one rewards fraud. America First means shutting down the kickback network, breaking the vendor stacks, hitting proxy interview rings with RICO, and ending federal contracts that rely on foreign labor pyramids.
