I agree. I am unaware of any authority in 2020 that permitted “real-time provisional ballots”. That’s why in one of my letters to MC, I addressed that issue. However, the law was subsequently changed, enabling voters who had requested but not voted an early ballot to cast a standard ballot on Election Day in ‘22. I have seen no evidence those ballots were tabulated differently than other standard ballots. What I see is the Maricopa tracked how many early voters chose not to use their early ballot in ‘22 and instead vote in person and they included that in the provisional ballot report. Do you have evidence related to ‘22 that suggests otherwise?

ARS 16-1018(9) makes it perfectly clear that once you receive a ballot, your status is that of a "voter", even before you mark the ballot, or actually submit the ballot to the county for tabulation.

Maricopa continued illegally handing out Standard Ballots on Election Day to Early Ballot recipients through August 2022 Primary (with federal races) under same exact statutory prohibition. As such, the 5 year Stat. of Limitations extends to August '27 even for Nov 3 2020 crimes.

It's totally ok if you pass on the LIVE invitation. A space with maybe few hundred does not reach the same as tens of thousands across our platform. No problem, I felt you would find an excuse not to, and you did. I tried, multiple invites, you passed. Your breaking story was part of our overall report, NOT cyber ninjas, but ours - and to think you are so far behind the times you though we only reported on counterfeit ballots.

In 2020, Arizona law forbid Early Ballot recipients from obtaining live ballots at polls on Election Day. The law was EXPLICITLY clear only a provisional was allowed. Yet Maricopa handed out 58500 standard ballots to them on Nov 3. This was a state and federal felony. Here's why:
