#ksleg violating the Gannon ruling by freezing base state with an annual adjustment takes us back to the costly cycle of litigation. But, I suppose the legislators who are behind this don't really care much about that.

Under SB 113 as agreed to by the education conference committee the base state increase would be dependent on legislative approval every year. The effect is that it could diminish the inflationary increase.
