A court granted a Slavery and Trafficking Risk Order against Mustafa Iqbal before he was even charged. That order certified him, in law, as a slavery and trafficking danger. Someone was then responsible for monitoring whether he complied with it. According to the prosecution case now before a jury in Caernarfon, a child sexual exploitation network kept running beneath that order. Girls in care were handcuffed and forced to have sex.
