The premier league is arguably the best league in the world, but the strongest club sides in Europe aren't in the PL, and this has been the case aside maybe 07/08 and 18/19. Madrid, Bayern and Barca have a bigger history in Europe than any PL club, and PSG are the new kid in the block, so the PL didn't decline, it's just the natural order of the food chain
