The entire state of ethscriptions can be trustlessly reconstructed by examining the state of the blockchain directly and interpreting it according to the publicly available rules of the protocol. The indexer I wrote makes this convenient, but, if it disappeared, anyone could create another correct indexer using only publicly available data. Regarding transfers, there absolutely is an on-chain mechanism to verify ownership and anyone who is following the protocol and has access to on-chain data (which is secured by the Ethereum consensus mechanism) will come to the exact same conclusion about who owns what. The Ethscriptions protocol does not allow users to "interpret ownership as they see fit." To do that you must create a new protocol. And if 10 different Ethscription forks gained independent popularity as in the scenario you describe, it would be challenging for the community to figure out on a social level which one to use. However, if there were 10 different forks of Ethereum, and each had their own Etherscan, this would also create big problems! Consider the merge. Was there any technical or on-chain basis to determine who owned what after the merge? No, it was a social consensus enforced by (among other big players) the people who control stable coins. This level of social consensus is not yet available on Ethscriptions (because it is less than a month old), so Ethscriptions are indeed more vulnerable to fork-driven confusion. However this is not an issue with the protocol itself, which is 100% decentralized. Finally, if this answer is not satisfying and you feel like normal Ethereum just “feels better” in some way, then it's because you're right! Normal Ethereum offers better functionality than Ethscriptions; the problem is that normal Ethereum is too expensive for the vast majority of use-cases. If people can afford to use contract-based Ethereum, they should definitely do so. Ethscriptions is an alternative that tries to make decentralized computing available for those who cannot. Therefore I believe the correct comparison is between Ethereum and the other major cost saving technique here which are L2s, and against L2s Ethscriptions perform well because there is no argument that L2s aren't completely centralized.
