It doesn't mean that parts 1 - 3 or 4 - 6 are completely intended to flow together as one flowing narrative, just that the ideas (1/2)

They're not really strict 3 part stories in a traditional sense, but breaking up all 9 parts into 3 chunks of 3 parts each is a good way to split up the series.

Joseph - Josuke, Johnathan/Dio - Giorno, Jotaro - Jolyne.
