Senegal actually forfeited that match by walking off. If teams start walking each time they feel hard done by the ref, football would become unwatchable.
But again, it was way too late for that decision. Since the ref allowed them back to complete the match, they have been cleared.
It's the ref that should have declared the match forfeited.
