Mail ballots have color printing. Easy to differentiate. I cannot speak for GA and other states. We probably need to standardize systems.

Since there is no way to know who filled out a ballot, there is literally no chain of custody. There's a signature on the envelope, which may or may not be properly vetted. But that still tells nothing about the ballot inside.
