Over the past week, the Russian Federation has launched approximately 1,900 attack drones, nearly 1,400 guided aerial bombs, and around 60 missiles of various types against Ukraine. This highlights how timely the new partner contributions to the PURL initiative are, as well as the approval of the EU’s 20th sanctions package and the €90 billion European support package agreed in Cyprus. I thank all our partners who are helping. Our air defense system is already showing a very high success rate in intercepting drones – over 90%. And we need to keep working to ensure this rate continues to increase, not only against drones but also against ballistic threats. Every additional delivery of air defense missiles means saved lives and better protection for our cities and critical infrastructure.

Саме наземні роботизовані комплекси зараз є одним із найбільш гарячих запитів наших Сил оборони, і виробництво та постачання мають встигати за потребою. Обсяг контрактування НРК повинен бути значно більшим, ніж торік. Уже законтрактовано 25 тисяч НРК – удвічі більше, ніж минулого року, і це тільки початковий рівень: кількість буде збільшено, і відчутно, контрактування триває. Я вдячний усім виробникам, які забезпечують вчасне виконання контрактів, і кожному нашому підрозділу та всім командирам, які масштабують використання НРК. Доручив Генеральному штабу і Міністерству оборони України щомісячно перевіряти реальну потребу в НРК і рівень постачання. Друге питання – захист проти балістики. Були доповіді щодо постачання ракет для антибалістичних систем і стану виконання домовленостей із партнерами. Важливо, щоб на травень постачання було не менше, ніж ми вже отримали на рівні обіцянок від партнерів, і це пряме завдання для наших дипломатів і військового командування. Обговорили і стан роботи по альтернативних засобах антибалістичного захисту – доступних у світі та власних, українських розробок. Третє питання на Ставці – доповіді розвідок. ГУР і Служба зовнішньої розвідки України ґрунтовно доповіли щодо стану економіки й соціальних процесів у Росії після першого кварталу цього року: фіксуємо суттєве погіршення ключових показників та помітні російські експортні втрати. Попри намагання російського керівництва використати війну в Ірані для виправлення фінансової ситуації, реальні результати для Росії негативні. Зокрема, наші далекобійні санкції на це працюють. Будемо продовжувати наш тиск на агресора. Слава Україні!

I held a Staff meeting. Three key issues. First – UGVs. It is unmanned ground vehicles that are currently one of the most urgent needs of our Defense Forces, and production and supply must keep pace with demand. The volume of contracting for UGVs must be significantly higher than last year. 25,000 UGVs have already been contracted – twice as many as last year – and this is only the starting point; the number will be increased significantly, and contracting is ongoing. I am grateful to all manufacturers who are ensuring timely fulfillment of contracts, and to every unit and all commanders who are scaling up the use of UGVs. I have tasked the General Staff and the Ministry of Defense of Ukraine with conducting monthly assessments of the actual need for UGVs and the level of supply. Second – ballistic missile defense. There were reports on the supply of missiles for ballistic missile defense systems and on the status of implementing agreements with partners. It is important that in May, deliveries are no less than what has already been committed by partners – this is a direct task for our diplomats and military command. We also discussed progress on alternative means of ballistic missile countermeasures – both those available globally and Ukraine’s own developments. The third issue at the Staff meeting was intelligence reports. The Defense Intelligence and the Foreign Intelligence Service of Ukraine provided comprehensive reports on the state of Russia’s economy and social trends following the first quarter of this year – we are observing a significant deterioration in key indicators and noticeable losses in Russian exports. Despite attempts by the Russian leadership to use the war in Iran to improve its financial situation, the real outcomes for Russia are negative. In particular, our long-range sanctions are contributing to this. We will continue our pressure on the aggressor. Glory to Ukraine!

Ukraine always expresses its gratitude and always remembers clearly who supported us and how after this war began. But it is equally important, especially for Europe, that all partners remember that Ukraine is defending not only itself in this war. Russia wants our territory so that it can capture the territories of others. If it succeeds with one country – one neighbor – it will do the same with others.

Придбання вкраденого в усіх нормальних країнах є діянням, яке тягне за собою юридичну відповідальність. Це стосується, зокрема, і вкраденого Росією зерна. Ще одне судно з таким зерном прибуло в порт Ізраїлю та готується до розвантаження. Це не є і не може бути чистим бізнесом. Влада Ізраїлю не може не знати, які судна та з яким вантажем прибувають у порти країни. Росія систематично забирає зерно на тимчасово окупованій українській землі та організовує вивезення такого зерна особами, які з окупантами пов’язані. Такі оборудки порушують законодавство самої Держави Ізраїль. Україна зробила всі необхідні кроки дипломатичними каналами, щоб унеможливити подібні інциденти. Втім, ми бачимо, що й чергове таке судно не зупинене. Доручив МЗС України поінформувати всіх партнерів нашої держави про ситуацію. Україна на основі інформації від наших розвідок готує відповідний санкційний пакет, який буде охоплювати й тих, хто безпосередньо перевозить це зерно, і тих фізичних та юридичних осіб, хто намагається заробляти на такій кримінальній схемі. Скоординуємо і з європейськими партнерами, щоб відповідні особи були включені у європейські санкційні режими. Україна розраховує на партнерські відносини та взаємну повагу з кожною державою. Ми реально працюємо на те, щоб безпеки, зокрема і в регіоні Близького Сходу, було більше. Очікуємо, що влада Ізраїлю поважатиме Україну й не робитиме кроків, які послаблюють двосторонні відносини.

In any normal country, purchasing stolen goods is an act that entails legal liability. This applies, in particular, to grain stolen by Russia. Another vessel carrying such grain has arrived at a port in Israel and is preparing to unload. This is not – and cannot be – legitimate business. The Israeli authorities cannot be unaware of which ships are arriving at the country’s ports and what cargo they are carrying. Russia is systematically seizing grain on temporarily occupied Ukrainian land and organizing its export through individuals linked to the occupiers. Such schemes violate the laws of the State of Israel itself. Ukraine has taken all necessary steps through diplomatic channels to prevent such incidents. However, we see that yet another such vessel has not been stopped. I have instructed the Ministry of Foreign Affairs of Ukraine to inform all partners of our state about the situation. Based on information from our intelligence services, Ukraine is preparing a relevant sanctions package that will cover both those directly transporting this grain and the individuals and legal entities attempting to profit from this criminal scheme. We will also coordinate with European partners to ensure that the relevant individuals are included in European sanctions regimes. Ukraine counts on partnership and mutual respect with every state. We are genuinely working to enhance security, particularly in the Middle East region. We expect that the Israeli authorities will respect Ukraine and refrain from actions that undermine our bilateral relations.

Маємо конкретні документи російського Генштабу, які підтверджують, що й самі окупанти визнають неспроможність виконати завдання свого політичного керівництва. Сили оборони України забезпечують знищення наступального потенціалу російської армії, причому показник безповоротних втрат окупантів уже близько 60% від загальних втрат. Незважаючи на це, російське політичне керівництво планує подальші наступальні операції та готується залучити більше особового складу, і зокрема за рахунок розширення мобілізаційних процесів у Росії. Відповідно, завданням України є подальше збільшення відсотка безповоротних втрат окупанта, ущільнення лінії застосування дронів на передовій та масштабування наших далекобійних санкцій проти російського виробництва зброї і нафтової галузі. Проінформуємо наших партнерів і про подальше опрацювання в Москві планів щодо операцій проти країн НАТО, а також спроб більшого втягування Білорусі в реалізацію російських завдань.

Report by the Chief of the Defense Intelligence, Oleh Ivashchenko. We have obtained specific documents from the Russian General Staff confirming that the occupiers themselves acknowledge their inability to fulfill the tasks set by their political leadership. Ukraine’s Defense Forces are ensuring the destruction of the Russian army’s offensive potential, with irrecoverable losses among the occupiers already approaching 60% of total losses. Despite this, Russia’s political leadership is planning further offensive operations and is preparing to bring in more personnel, including through expanding mobilization processes inside Russia. Accordingly, Ukraine’s task is to further increase the share of irrecoverable losses inflicted on the occupier, intensify the density of drone deployment along the front line, and scale up our long-range sanctions against Russia’s weapons production and oil sector. We will also inform our partners about the continued development in Moscow of plans for operations against NATO countries, as well as attempts to draw Belarus more deeply into the implementation of Russia’s objectives.

I discussed some personnel matters with Prime Minister Yuliia Svyrydenko, including in state-owned companies such as Forests of Ukraine. In recent weeks, much information has been received about unresolved critical issues in the forestry sector and the protection of our Carpathians and other important natural habitats in Ukraine. We agreed with the Prime Minister to review the priorities of the relevant policy and adopt new personnel approaches. Decisions will follow shortly. Glory to Ukraine!

Провів розширену нараду щодо ключових питань експорту української зброї. Експорт української зброї буде реальним. Ми погодили всі деталі на рівні наших державних інституцій. Наразі наша безпекова експертиза та зброя, що була перевірена сучасною війною, цікава всім партнерам, які спроможні забезпечити собі реальний рівень захисту національної державності та життя людей. Ми запропонували партнерам, які допомагають Україні, особливий формат співпраці Drone Deals – спеціальні угоди щодо виробництва та постачання наших дронів, ракет, снарядів та інших затребуваних видів зброї, бойової техніки, софту, інтеграції з оборонними системами партнерів, а також забезпечення нашої експертизи та потрібного Україні технологічного обміну. Сьогодні затвердив напрями такої міждержавної роботи та опрацювання автоматичних дозволів для бізнесу щодо експорту зброї. Порядок дій абсолютно чіткий: на міждержавному рівні на основі принципу взаємності відповідною угодою визначаємо рамки для безпекової роботи, далі розпочинається процес уже на рівні державних інституцій і виробників. Спрощуємо бюрократичні процедури, зберігаємо достатній рівень експортного контролю та запускаємо практичний зміст для роботи компаній. Українські компанії отримають реальну можливість виходу на ринок країн-партнерів за умови права наших військових узяти необхідний обсяг зброї першими. Профіцит виробничих спроможностей в Україні за деякими видами зброї досягає 50%, і це прямий результат наших державних інвестицій в оборонну промисловість України та нашої співпраці з партнерами. Доручив МЗС України разом з нашими розвідками та СБУ визначити перелік країн, до яких експорт нашої зброї неможливий із причин їхньої співпраці з державою-агресором. Це серйозний виклик – не допустити потрапляння до росіян наших технологій та зразків зброї. РНБО України координуватиме експортні процеси й буде гарантом, що першочергово забезпечуються потреби Сил оборони та безпеки України у зброї, а на експорт відправляється надлишок – те, що виробники можуть зробити понад державне замовлення в Україні. Міністерство оборони України та Генеральний штаб визначатимуть обсяги потреби Сил оборони нашої держави. Доручив урядовцям та РНБО України представити суспільству необхідну інформацію щодо деталей процесу експорту нашої зброї. Слава Україні!

I held an expanded meeting on key issues related to the export of Ukrainian weapons. The export of Ukrainian weapons will become a reality – we have approved all the details at the level of our state institutions. Currently, our security expertise and weapons, which have been tested in modern warfare, are of interest to all partners capable of ensuring a real level of protection for their statehood and the lives of their citizens. We have proposed to partners who support Ukraine a special format of cooperation – Drone Deals – special agreements on the production and supply of our drones, missiles, ammunition, and other in-demand types of weapons, military equipment, software, integration with partners’ defense systems, as well as the provision of our expertise and the technological exchange needed by Ukraine. Today, I approved the areas for this interstate work and the development of automatic permits for businesses regarding arms exports. The algorithm is absolutely clear: at the interstate level, based on the principle of reciprocity, we define the framework for security cooperation through the relevant agreement. Then the process continues at the level of state institutions and manufacturers. We are simplifying bureaucratic procedures, maintaining an adequate level of export control, and launching practical operating mechanisms for companies. Ukrainian companies will receive a real opportunity to enter partner countries’ markets, provided that our military has the right to receive the necessary volume of weapons first. A surplus of production capacity in Ukraine for certain types of weapons reaches 50 per cent, and this is a direct result of our state investment in Ukraine’s defense industry and our cooperation with partners. I instructed the Ministry of Foreign Affairs, together with our intelligence services and the Security Service of Ukraine, to determine the list of countries to which exports of our weapons are not possible due to their cooperation with the aggressor state. This is a serious challenge – to prevent our technologies and weapons from falling into Russian hands. The National Security and Defense Council of Ukraine will coordinate export processes and act as a guarantor that the needs of Ukraine’s Defense and Security Forces are met first, while only surplus production – what manufacturers can produce beyond the state order in Ukraine – will be exported. The Ministry of Defense of Ukraine and the General Staff will determine the required volumes for the needs of our Defense Forces. I have instructed government officials and the National Security and Defense Council of Ukraine to present to the public the necessary information on the details of our weapons export process. Our special format of cooperation with partners – the Drone Deals – is already underway with countries across three regions: the Middle East and the Gulf, Europe, and the Caucasus. A proposal is also on the table for our American partners. This covers drones, defense systems, and other types of weapons that are essential for building real protection in the air, on land, and at sea. Once again, the terms must be beneficial for Ukraine, there must be clear oversight, and the proceeds from exports must strengthen Ukraine’s defense. That is the way it will be.

Важливо, що кожне влучання зменшує можливості російської воєнної промисловості, логістики, нафтового експорту. Результати очевидні для всіх. Те, що Росії треба закінчувати свою війну, теж очевидно для всіх. Час переходити до дипломатії, і цей сигнал варто почути Москві. Слава Україні!

A report by Major General Yevhenii Khmara on our long-range sanctions – a new stage in the use of Ukrainian weapons to limit the potential of Russia’s war. I am grateful to the guys from the Security Service of Ukraine for their precision. The straight-line distance is over 1,500 kilometers. We will continue to extend these ranges, and these are entirely justified Ukrainian responses to Russian terror. It is important that every strike reduces the capabilities of Russia’s military industry, logistics, and oil exports. The results are obvious to everyone. It is also obvious to everyone that Russia must end its war. It is time to move to diplomacy, and this is a signal that Moscow should hear. Glory to Ukraine!

I thank His Majesty King Charles III @RoyalFamily, the United Kingdom, and all valiant American hearts for this clarion call for unity in support of Ukraine across the Atlantic. This is exactly what is needed to bring dignified and lasting peace to Ukraine and all of Europe. Зафіксували оновлений рівень російських експортних втрат від українських далекобійних санкцій, а саме: порт Приморськ – мінус 13% навантаження, Новоросійськ – мінус 38%, Усть-Луга – мінус 43%. Вважаємо, що такі внутрішні російські дані можуть бути заниженими. Своєю чергою будемо продовжувати операцію щодо скорочення російських нафтових доходів та обсягів експорту. Друге – отримали російські документи, які визначають напрями їхньої протидії нашим контактам із партнерами в рамках Drone Deals. Політичне керівництво Росії вже визначило як один з основних викликів можливість України отримати додаткові інвестиції, і саме позбавлення України доступу до інвестицій та зрив наших двосторонніх угод щодо співпраці в галузі безпеки та виробництва зброї визначено Росією як зовнішньополітичний пріоритет. Особливі зусилля Росії в цьому контексті будуть направлені на протидію нашій співпраці на Близькому Сході та в Затоці. Третій аспект – російські контингенти в країнах Африки за останній час збільшено додатково на 8 тисяч осіб, і Росія намагається в кожній країні перебування впровадити застосування дронів через постачання, виробництво на місці й тренування. За нашою оцінкою, розширення такої мілітарної активності Росії може неминуче призвести, на жаль, до модернізації та посилення терористичних організацій, транскордонної злочинності, нестабільності в критично важливих з точки зору міграції регіонах світу. Важливо спільно цьому протидіяти – будемо координуватися з партнерами. Слава Україні!

A report by the Head of the Foreign Intelligence Service of Ukraine, Oleh Luhovskyi. We have recorded an updated level of Russian export losses resulting from Ukraine’s long-range sanctions, specifically: Port of Primorsk – down 13% in throughput, Novorossiysk – down 38%, Ust-Luga – down 43%. We believe these internal Russian figures may be understated. For our part, we will continue the operation to reduce Russia’s oil revenues and export volumes. Second – we have obtained Russian documents outlining their efforts to counter our engagement with partners within the framework of Drone Deals. The Russian political leadership has already identified Ukraine’s ability to attract additional investment as one of the main challenges, and cutting Ukraine off from investment and disrupting our bilateral agreements on cooperation in security and weapons production has been defined by Russia as a foreign policy priority. Particular efforts in this regard will be directed at undermining our cooperation in the Middle East and the Gulf. Third – Russian contingents in African countries have recently increased by an additional 8,000 personnel, and Russia is attempting to introduce the use of drones in each country of deployment through supply, local production, and training. According to our assessment, the expansion of such military activity by Russia could, unfortunately, inevitably lead to the modernization and strengthening of terrorist organizations, cross-border crime, and instability in regions of the world that are critically important in terms of migration. It is important to counter this together – we will coordinate with partners. Glory to Ukraine!
