Cruise missiles are way more expensive than ballistic missiles. Two main reasons: 1. Instead of a rocket motor (basically a shaped nozzle), you need a turbojet or turbofan. 2. You must construct it out of avionic grade aluminium/carbon fibre instead of much cheaper rolled steel.
