Comparisons are futile but for me one of India's greatest engineering achievements remains the 217 feet tall shadowless Brihadisvara Temple built by Raja Raja Chola I in 1010. Crafted with giant interlocked stones and crowned by an 81 ton kumbam, it was built within six years.

Whites of US didn't give equal voting rights to the Blacks who were Christians by the way, till 1965 when civil rights laws were passed, some 180years after US constitution was written. You know much of civil rights movements were inspired from India. ML King was inspired from Gandhi and Kennedy often discussed with Nehru.

Sandeep bhai - I appreciate your point above. Allow me to delve a bit deeper. Civic sense is undergirded by a deeper belief system (worldview). Some facts here - most of the West is built upon a Judeo-Christian worldview, deriving their laws from the Bible. So. even if a large percentage may not subscribe to the teachings of the Bible, the teachings of the Bible (and related books) undergird society. I'd posit that in order for civic sense to really flourish, such civic sense would need to be undergirded by whatever religious teachings a society/community prescribes to. For example, the US Declaration of Independence states - We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights...So, here we see clearly that 'all men' are considered equal. This leads to 'dignity of labor.' The dignity of the person cleaning the building or street is no less dignified than anyone else. Therefore, no one considers putting litter in the garbage bin as beneath them. Does that make sense? Here's an anecdote. A while back I was going through Ameerpet, Hyderabad early evening. The malls, stores were all lit up and it was a pulsating environment with people shopping. Looked awesome. Later around midnight, as I was returning home and was driving back through Ameerpet, the store/mall lights were off and only the streetlights were on. All I could see was the mountains of litter (paper, trash, plastic cups and such) all over the place such that you couldn't see the ground. I'd say that was the case because most people would have assumed that taking care of the garbage/litter is not their job rather the sweeper's job. So, my bottom-line point is that civic sense has to be undergirded by something more absolute than the rules and thoughts of men. And if one wants to take the cue from the West, it has to be tied to some religious concepts subscribed to by said society. I usually see folks arguing, making excuses, and calling people names when you say these things, instead of looking inwards and determine what can be done. Have a good night!

Most of Indians lacks civic sense in public society. We don't have that mindset. Most people obsess over unnecessary things — political parties, cricket, region, religion, and caste — instead of civic sense. That's why India can't build proper infrastructure.
