Consciousness is rare because it’s energetically expensive. Most life forms are content with just surviving.
The real tragedy in 2026? Even among humans, true consciousness is becoming a scarce resource. Most people are living on autopilot, piloted by algorithms and basic impulses.
Having a brain is biological. Being conscious is a daily choice. Are you actually awake, or just programmed? 👁️

It might not be. That depends on your definition of intelligence, and your definition of rare. There could be a dozen other civilizations at a similar level of technological advancement to us today in our arm of the Milky Way without us even knowing. That question will become much more pressing if prove that interplanetary (or especially interstellar) civilization is possible.
Until then, the apparent Silence Of the Stars - the Fermi Paradox - is more of an academic question based on a hypothetical premise.

@Kekius_Sage Meaning fully cognizant alien beings? There is more evidence I read of to accept the uniqueness of Earth (at this time) for intelligent life, and accept the notion of other-dimension intelligent beings. Fits. Needs more correct categorization of known sightings/ interactions?
