Mulroy warns it could also fundamentally change the nature of the conflict. "This could turn into more of what would be a total war -- and essentially there is no target off limits, and that is something that we've tried to avoid since the end of War Two as an international community,” Mulroy said. And there's a strategic contradiction at the heart of Trump's argument. The president launched this war in part promising to help the Iranian people free themselves from their government. Mulroy: "We entered this conflict at least in part talking about the Iranian people and their ability to throw off the yoke of this despotic regime. This might turn the people we were trying to support against us."
