Yes, Scottish people are British. Scotland is one of the four countries that make up the United Kingdom of Great Britain and Northern Ireland. British nationality law applies to all UK citizens regardless of whether they live in England, Scotland, Wales or Northern Ireland. Many Scots also identify strongly as Scottish first (or only), especially around independence debates, but that doesn't change the legal and geographic fact that they are British too.
