Rep Casello was excused for the day. Rep Chambliss was excused until 12:00 PM.
The vote was at 11:32 a.m.
Rule 3.2 requires the member to be in the Chamber.
The “Blue Carpeted areas” rule Fine cited does not exist.

Absolutely -- when I served in the Florida House of Representatives. In that Chamber, where this was taken, Members are explicitly allowed to vote for other members, with their permission, when they are in certain other parts of the Capitol (known as the "Blue Carpeted" areas). This includes dozens of meeting rooms and offices surrounding the chamber. This is not allowed in the U.S. House of Representatives, where I have served since last year. Thanks for playing.
