No traditional Catholic bishops are residential bishops.
As such, in the hierarchy of jurisdiction, they are not necessarily superior to priests and thus have no exclusive right to constitute the Imperfect General Council.
For this reason, I doubt the Imperfect General Council will be a bishop-only affair.
There are many independent traditional Catholic priests, those who are not under the obedience of any bishop, who will not be represented if the Council were a bishop-only affair.
Your voice and vote, as an independent priest, may play an important role.

Who are the "persons of reputable character" you're referring to? All that's been done is referring to unnamed "clergy" who have allegedly warned. We don't know who gave the warnings.
@FrRamolla@DTCory I count at least 6 different people in this thread asking why this man is to be avoided, and neither of you has given a reason, except "clergy have said, traditional bishops have said, etc." Maybe he should be avoided, but why no direct answer to the question?

@FrRamolla@ArchAngelGabe76 You can use a commentary published after the 1917 code was promulgated by Benedict XV. Before that would be historical reference for that code.
Gratian Decretum is a great historical reference, particularly with Alexander III’s and Gregory XIII’s adoption.

The book is not a valid commentary on the 1917 code, which was promulgated before the last pope he recognizes as valid.
