It's called Tier 1 for a reason. It's the 1 thing schools HAVE to have defined, in place & running on all cylinders if any other program/intervention has any chance in making a difference. Design Tier 1 for learning to ensure learning is impacted.

PSA: You can’t intervene your way out of a Tier 1 problem. Explicit, systematically planned Tier 1 and 2 instruction is essential in order for Tier 3 to be fully effective. Always reflect on Tier 1 and 2 first. #multiplyexcellence

When the primary function of assessment is to influence teaching, evaluation of learning is also redefined. Rather than “grading” children with scores, we can document the developmental journey.

No amount of programs, person or computer interventions, well-rounded curriculums, grants, money, or (fill in the blank) will move numbers from Tier 2 & 3, unless your Tier 1 is a well-designed, learning centered force. Tier 1 is the key. Fix it first.
