Before celebrating, it is important to understand what these figures actually represent. Out of the $8 billion, $5 billion is a “rollover”—meaning funds that were already held in Pakistan’s central bank, which Saudi Arabia has simply agreed to keep in place rather than withdraw. The remaining $3 billion is a new deposit in the central bank, but this too is essentially a loan. Meanwhile, Pakistan is due to repay $3.5 billion to the United Arab Emirates this month. If you do the math, the country’s net new liquidity is around $2 billion—and even that comes not as investment, but in the form of debt. This is not surprising for Pakistanis, who have observed such patterns for decades. Governments announce figures that are technically accurate, but deliberately structured to appear transformational. Old loans are combined with new inflows and presented as an increase in reserves. Headlines are made, political capital is gained, but the underlying financial situation remains largely unchanged. Saudi Arabia’s motives are also worth noting. This assistance is as much about maintaining its regional position and influence over a strategic partner as it is about generosity. This is not cynicism—it is simply how sovereign finance works.
