The series heavily implies that despite fighting other threats, Godzilla still has a hatred for humanity. (For example them having to lure him away after his 1st Biollante fight.)

This is pretty much how Gamera fits in when we’ll first see him with Godzilla. One of his oldest allies and one of his few “friend” monsters.
