Jay is right. The burden of proof should be on those who want to ADD tech to schools. It was a huge mistake to allow smartphones in, and most likely the same for Chromebooks and tablets on students desks. Next mistake: waving AI in without extensive testing.

It took far too long to ban smartphones from classes because we put the burden of evidence on the wrong side of the argument: People demanded overwhelming scientific evidence to remove phones from schools. They put the burden of evidence on people who wanted to remove phones. Or they claimed the effect sizes were too small to care. This maintained the status quo for a long time. But we never required RCTs to keep video games, personal TVs, walkie talkies, or all kinds of other distractions out of the classroom. It was common sense that these would distract students from learning. Instead, we should require clear scientific evidence before we *add* student smartphones or any other distruptive technology en mass into schools. We need to establish the right baseline set of assumptions before we start to craft evidence-based policies or people end up defending a bad status quo. I'm open to being convinced on this issue. But I have yet to see any compelling evidence we should ever let these devices back into classes. The more anecdotes, reports from teachers, scientific studies, and reasoned arguments I've heard on this issue have convinced me that we should keep them out.

I strongly support President Trump's One Big Beautiful Bill, but Congress burying a provision to strip away the right of any state to regulate AI is the antithesis of what our Founders envisioned. Congress' proposed ban on any state regulation of AI for 10 years would strike down a law I signed to ban AI child pornography, making it legal again. That is unacceptable. States must be able to protect our people - especially after we've seen Congress fail to act again and again to protect kids from the harms of social media and online pornography. I want America to win the fight against China – on AI and everything else. That’s why I was the first governor in the country to kick Communist China off our farmland and out of my state. But we won't win against China if we sacrifice the health, safety, and prosperity of our own people. We must curb AI’s worst excesses while also encouraging its growth, which is exactly what states like mine are doing. Some conservative Republicans are standing up and fighting back. @HawleyMO, @MarshaBlackburn, and the @freedomcaucus are standing up for the states. @HawleyMO is even forcing a vote on this on the Senate floor. The One Big Beautiful Bill will be one of President Trump’s proudest legislative achievements and power his vision of American greatness. But it should not include Congress' provision that takes away states’ power to protect its citizens. Congress should pass President Trump's One Big Beautiful Bill and continue to allow states to be what our founders intended them to be.
