I have decided to declare martial law in Moscow, grant a week off to the good people of Mongolia and institute a ban on pink clothing pieces in Zimbabwe. If Putin can do this in places he doesn't own, so can I.

Putin has declared martial law in the annexed territories of DNR/LNR and of Kherson & Zaporizhia, which Russia still controls (but not in Crimea). Let's take a look. The key reference here is to the 2002 Law on "martial law." You can read the law here: consultant.ru/document/cons_…. 👇🏿
