⚖️ 重磅 | DC上诉法院今日裁定：川普1月20日那条"越境者不得申请庇护、直接遣返"的总统令——违法。
法院说得很清楚：总统有权"禁止入境"，但这个权力管不到驱逐程序。只要人已经在美国境内，国会法律保障的庇护申请权，总统令无权剥夺。
政府自创的"直接遣返"程序，连"你怕被遣返吗"都不问就送走人——法院说：不行。
对当事人的直接影响： 被这条公告覆盖的人，申请庇护的法定权利目前受法院保护。边境官员必须走法定程序，必须询问恐惧，有恐惧必须转介审查。
⚠️ 政府仍可上诉至最高法院，局势未定。
