The job of first reading instruction (Tier 1) is to reduce the number of students who need intervention. We need to stop expecting students to fit into rigid, whole group, core programs and start building the educational systems students need and deserve.

I really appreciate the way @sstollar6 explains this: Tier 1 phonics doesn’t HAVE to be whole group, but it also doesn’t HAVE to be only small group. Use your data - is whole group with some T1/T2 small group getting students to your goals? If not, then consider a change!
