I don’t think pure evil Ever really works… all the best stories show enough of the villain POV that you at least understand their reasons. For example, Vader is two dimensional in the first movie, then becomes interesting, but more evil as we see his relationships with the kids develop. By contrast, Palpatine is great in the prequels as we see his schemes slowly come to fruition. But he is a cardboard cutout of boring evil the rest of the series, just an Evil voice with a melty mask and a sinister hooded robe.

Star Trek writer Dayton Ward says the only villains worth writing are the ones you can almost agree with. "The most interesting villains are the ones who think they're doing the right thing for the right reasons. You can almost sympathize with what they're doing — even if you can't condone it." Does a villain need a justifiable motive to be compelling, or does pure evil still work?

Not a fair comparison. The first is a posed photo, the second is a screen shot from a video while she is either mid sentence or listening to someone asking her a question. at least grab a posed picture for a similar frame of reference.
