Tax revenue falls : Spending on support (e,g benefits, ) rises
It’s standard Keynesian economics.
If politicians knew they’d lose their jobs for a >3% deficit they may:
Cut spending
Raise taxes

Anytime there is a deficit of more than 3% of GDP, all sitting members of Congress are ineligible for reelection.
