Where orcs fall as far as an ontological moral alignment I'd say depends on their origins in a given setting. My orcs are a cursed people twisted by the devil known as War to be a scourge on the mortal world. He can't overpower their free will, only skew the odds in his favor. Although they do become overcome by bloodlust when a blood moon appears. For this reason they can never be fully trusted inside the walls of cities.
