I learned something new while in the USA some years back. The 50 states have their various police departments with their police chiefs heading each department. Each police department is independent of the other and they don't answer to anyone at the Capitol. For example: New York City Police Department (NYPD) Commissioner answers to the Mayor of New York City. Chicago Police Department Superintendent answers to the Mayor of Chicago. Many smaller cities use a city-manager system where the chief reports to the city manager instead. At the federal level, agencies like the Federal Bureau of Investigation or the Department of Justice do not command local police departments in the normal chain of command. Instead, Federal authorities can do the following: - investigate civil rights violations give grants/funding - coordinate joint operations - prosecute federal crimes - place departments under consent decrees. But they generally cannot run everyday local policing. Hence the training is not synchronized as every department conducts trainings in line with their tailored needs and their laws and rules vary from state to state. In contrast, the Nigerian police has state commands that has commissioners of Police with limited powers and resources. For example, Rivers State Police command will not embark on an operation without a nod from the center. (IGP). All police officers are trained in the same college/academy with archaic training schemes and programs. Zero reforms, or community inclusions. Just imagine this: The people who designed the training program for police constables had the colonial era Lagos city buildup when designing the program and all police constables are trained using the colonial Lagos as its center or AOR. If those constables pass out from their colleges, they'll keep practicing that colonial era Lagos policing in Kogi, Rivers, Abuja, Kaduna and even Abia. Those practices would NEVER work! In essence, we just have police figureheads in every state but they aren't in control of everything, that's why they'll pickup a suspect in Abuloma and in 4 hours, he's already in Zone 6...
