before you apply for the military service, you’d have to go for tests(HIV, cancer, ulcer etc) and fill some section of the form with the test results. if you’re negative you’re eligible to apply for the service so there’s no way these 1,300 applicants submitted their forms knowing well they’re HIV positive.
