The global status quo was killing Gaza & the Palestinian cause. There was no answer within it so it had to be destroyed. Sinwar, Dhayf, and Issa wanted to take control of the fire - which Bibi bragged that he controlled - and spread it from Gaza to the entire world. It succeeded.

Oct 7 led to the current regional war and global crisis. Chaos was not an unintended side effect or byproduct of some other strategic objective - it was the central strategic imperative of the raids. Oct 7 would've been a failure had this war not come to pass. But it did.
