This is a problem and it goes all the way down. If a bureaucrats or politician is given govt allotted housing in a gated society in a posh locality, why would he care about the problem of unaffordable housing or bad public transport when he doesn't has to deal with it?

Modern hukou is basically a much stronger version of India's domicile system.

This is exactly my problem with this whole chinese caste system rhetoric. Chinese hukou system is a genuine discriminatory policy that one can use and amplify but no indian haggu nationalist wants to create a parallel with caste system hurting their own cause.
