JUSTICE DELAYED: The man accused in the deadly stabbing of 23-year-old Iryna Zarutska on a North Carolina light rail train has been deemed incompetent to stand trial, according to newly released court documents.
Attorneys for Decarlos Brown Jr. have asked the court to reschedule a hearing scheduled for this month, saying that any attempt to "restore capacity" regarding his mental state cannot be established while he's in custody.
